Elkins Tonya

Tonya Elkins, LAPSW , MIHOW Director

Tonya has been the director of the MIHOW program since 2007. Previously, she was a MIHOW site leader in Nashville, TN. She has a Master’s of Social Work degree from the University of Tennessee. Her past work experience includes community organizing, case work with Hispanic families, resettlement work with immigrant and refugee families, and emergency assistance. Chrystal Fizer 

Chrystal Fizer, Assistant to the Director

Chrystal has been with the MIHOW program for ten years. Bringing her technological and writing support to the team, Chrystal is an integral part of producing, writing, and designing training and promotional materials for all fourteen of the MIHOW sites. Chrystal also assists in coordinating training events for MIHOW staff including the Annual Conference and Regional retreats. Chrystal is the hub of the office providing technical support, data management, and field support. Chrystal graduated from Middle Tennessee State University with a degree in Computer Information Systems. Contact Chrystal

Debbie Withrow

Debbie Withrow, Regional Consultant West Virginia

Debbie began working with MIHOW in 1984 as one of the first Home Visitors at New River Health Association. She has been a MIHOW Site Leader since 1996 and a MIHOW Regional Consultant for West Virginia for 12 years. She is a certified trainer for MIHOW and WV STARS. Debbie has been married more than 35 years and is the mother of two daughters. Debbie embraces and conducts all training, supervision, and work related activities according to the MIHOW philosophy. She enjoys travel with her husband and family. Contact Debbie
Nonie Roberts

Nonie Roberts, Regional Consultant West Virginia

Nonie shares the responsibilities of Regional Consultant with Debbie Withrow. She is the Adolescent Health Coordinator for a region of West Virginia which includes six counties. Nonie earned her Bachelor’s Degree in Counseling from Marshall University, and then continued her education in Family Therapy at the Family Institute in Albuquerque, New Mexico. Nonie has worked with MIHOW for 18 years. She loves the program because it has such a positive focus. Nonie has one daughter, two sons, and two grandchildren. Contact Nonie

Jessica Hartfield-Turner

Jessica Hartfield-Turner, Regional Consultant Mississippi

Jessica has worked with Head Start for 4 years as a Health Manager and Consultant. She was introduced to MIHOW in 2012 when the local Head Start program in MS adopted the MIHOW model for home visitors serving Expectant Families in Head Start. She served as an Expectant Families Coordinator/Site Leader for that program, currently Jessica continues to work with Head Start Programs and Communities in MS to implement and build the MIHOW model.  Jessica earned a BA in Health Related Professions from William Carey University and a Nursing license from Pearl River Community College. She resides in MS with her husband Billy, and her 10 year old son Cameron. Contact Jessica
